This problem has happened to us all. We try a program, decide we do not need it but something goes wrong when we try to uninstall it. Either the uninstaller of the program in question was poorly written or Windows is borking something up in the process. The WordPress dashboard is a pretty useless tool if you ask me. I have found some great plugins for WordPress though that add a lot of functionality to it, to make the dashboard useful again. Over time your computer becomes loaded down with a lot of crap stuff and you should take steps to clear out some of the clutter you have collected over the past year. One program that promises to do just that is CCleaner. It takes a full survey of all the stuff on your computer that is safe to delete and lets you clean things out. By doing so, you could even be making your computer a little faster too.
